The Parish Council meeting on the 9th February 2009 was attended by 7 Parish Councillors, the County and 2 District Councillors, a Police Officer and 4 parishioners. Councillor Edwards vacancy having been advertised, and no election sought, the vacancy was open to co-option. Councillor Mrs Hine had since resigned and her vacancy would now be advertised, making three vacancies in all. Mr I Cade of Gray’s Orchard and Mr G Christian of Rectory Lane were unanimously co-opted to fill 2 of the vacancies, and took office at the meeting.
The Council had two planning application under consideration. It had been advised that the application for development at 15 Guston Gardens, refused by SCDC, had gone to Appeal. The Clerk would check, with SCC, the progress of the application to confirm an increase in the defined width of the Alley footpath. The Council is still anxious to pursue the footpath from Weir Place and will continue to chase Heritage Housing on the matter.
Following the meeting on the 2nd February the Council agreed its response to the LDF Core Strategy proposals, rejecting the specified sites and requesting reclassifying Kirton as a Local Service Centre. As Mrs Hine had moved out of the Parish, Councillor Mrs J Shaw has taken over as chair of KAFY club.
The Clerk had purchased on behalf of the Parish Council a desk top photocopier.
The quotation from SCDC to cut the Village Green during 2009 was accepted.
Heather Heelis had agreed to act as Internal Auditor. A refund of VAT had been received, and a recycling credit of £7.98 for glass.
Councillors continue to be concerned about the state of the Village Green verges, and the Clerk will check with SCC the progress of the projected footpath from the Green along Falkenham Road. Other flooding and verge problems were also discussed. It was noted that the land owner had dealt with overgrown hedges at the Innocence Lane/Trimley Road junction; the footpath still need some attention by SCC highways.
Mrs O’Brien (CC) reported that the Boundary Committee report had been put back to a date in July. The CC had organised a summit, with all the district and borough councils, to reflect on the credit crunch, put forward 10 measures to help those most in need, and implemented a number of financial initiatives. She had presented reports on the School Organisation Review and Special Needs Provisions. £3.8m is being put into vulnerable children services, and £3.8m into transport schemes across Suffolk. The increase in Council tax proposed for 2009/10 will be 2.45%; the lowest rise ever.
Mr G Harding (DC), referring to a pig farm application in Trimley St Martin, said it had finally been rejected.
Mrs S Green (DC) said the District was putting money into night time violence prevention, and council tax was expected to rise from 2.35% - 2.9%.
Pc Crisp gave a police report, noting there had been an assault resulting in a caution, and a malicious communication for which enquiries were in hand.
The next meeting is on 16th March 2009.
Mrs Wardner (PTLO) had followed up a rumour that buses through Kirton were to be withdrawn. Enquiries made with the bus companies and SCC, assured her that this was not true, though new bus timetables are in the offing. She had had responses to her appeal regarding all buses traversing Falkenham Road, but not sufficient to make a case to the bus companies.
