Parish Council


The June meeting was attended by 10 Parish Councillors.
Mrs P O’Brien (CC) sent a written report. Following the election of the new government, a review of local government finance is to be undertaken and SCC anticipate freezing council tax for at least one year. She anticipated that devolvement of power to local level would have an influence on planning and anti-social behaviour issues. The county is carrying out an assessment of surface water and local flooding, in order to develop a strategy of priorities. She has been elected vice chairman of SCC and should become chairman next year. Her report also referred to police matters, noting changes in enquiry desk opening hours at police stations, and Community Resolutions designed to help police officers use their discretion in dealing with low level crime. Mrs O’Brien had forwarded copies of letters to the planning authorities regarding the Adastral development. The council supports her concerns particularly on problems associated with traffic and infrastructure.
The Council had received a copy of Speed Management Guidelines from SCC, which will be studied to assess its relevance to local circumstances.
The dates for meetings during 2010 and 2011 were agreed.
Work on producing a newsletter in the autumn continues.
The council is concerned about the number of poles which have been left abandoned or duplicated though-out the parish since EDF refurbished the overhead lines, and are in contact with EDF and BT to have these removed.
The council’s accounts for 2009/10 had been subject to their Internal Audit by Heelis and Lodge, prior to External Audit in July, and found satisfactory.
Councillor Last had met with SCDC Emergency Officer and was preparing a list of emergency helpers. All ‘high risk’ items in the annual inspection of the Play Area have now been corrected. The hedge has been trimmed and painting work will begin in June. A ‘prototype’ canopy/roof to fix over the cradle swings in an attempt to stop pigeon fouling is being prepared. The Sputnik roundabout bearings also need attention. Reseeding of football pitches has taken place. The annual ‘Kirton 5 mile race’ recently took place and was again a great success.
Three planning applications had been considered in the past month.
The next meeting is on 12 July 2010 in the RG pavilion.
