PARISH COUNCIL: The July 2005 meeting was attended by 11 Councillors, the County Councillor, a District Councillor and 5 parishioners.

Mrs Harvey gave a report on the Suffolk Preservation Society "Change & Challenge" seminar. Having outlined the purposes and organisation of the Society, she reported on discussions on street clutter, cars and parking problems, and sustainability of villages. She was particularly impressed with a Sudbury booklet highlighting architectural features, which were not necessarily of a listed nature, and recommended it for study. The Council had received a very nice letter of thanks from Jessica Sherran thanking them for their financial support and would anticipate giving a report to the Council at a later date. The Clerk had attended the representatives meeting on the Deben Estuarine Strategy, which had formed the basis of the later exhibitions. There had been some criticism that the options had been over simplified making the implications of each proposal unclear.

A parishioner who lived adjacent to the proposed site for the affordable housing, expressed disappointment that they had not been consulted; Mrs Harvey on behalf of Nassau Trust was sorry about this oversight and would see that they had sight of the plans, very preliminary as they were. A resident of Bucklesham Road raised a complaint about the lack of gutter debris clearance which was affecting drainage. The Environment Committee would investigate.

Mrs O’Brien (CC) reported on the first full Council meeting and constitution of the new administration. In the first year they proposed to progress, community wardens, children’s university, county road repairs and more respite care. Verge cutting is to take place twice a year in future, the 50mph limit on A140 is to be retained for a further 6 months, maintenance of C & D and unclassified roads is to be carried out, and a non mandatory introduction of 20mph signs outside schools is to pursued. The Locality Budget for 2005/6 has been reduced to £750m, Kirton’s allocation will be £1200. The Parish Council complained that the recent verge cutting had been undertaken too quickly and in some cases not at all; Mrs O’Brien will look into this.

Mrs M Dixon (DC) went through with the Council a detailed questionnaire on their views on a variety of waste collection issues. Mrs Metcalfe reported on the last SALC meeting, which continued to question the problems of barriers at waste disposal centres and received a presentation on the decommissioning of Sizewell A power station. Mrs Wardner (PTLO) gave a detailed report on the circumstances on the failure of a number of buses to arrive during the past two months, and appeared to be largely caused by breakdowns; the poor state of some rural roads seemed to be a factor. 1st Eastern has confirmed that the 8.09am bus service will cease on 28th August; Mrs Wardner is investigating further. While it was confirmed that the date for the Village Plan public meeting was to be 13th September, this has since had to be rescheduled for 4th October.

Sewer smells are again causing problems, and the Council is to write to AW to complain about the periodic failure of chemical supplies to Bucklesham Treatment Works and to request an update on progress of other measures promised. Vandalism has begun again on the Recreation Ground and consideration is being given to security cameras. Unfortunately the car park chippimgs provide good missiles, but asphalting of the area would be prohibitive; suggested the police be advised. Most of the repairs to the Play Area have been completed and a new sign has been ordered. Signs have been ordered for the Village Green forbidding parking and for the Recreation Ground requesting use of the dog bins. The Council agreed to a request from the village Post Office to display a sign on the Green advertising car licensing facilities, and from the Waldringfield Vintage Tractor Run to again make a stop on the Green on 13th August. The police have advised that a speed gun had been purchased for use in the rural villages; it was noted that one had been used on a recent Sunday, but the Council will write and suggest use during a weekday peak period would be more advantageous.
