The February meeting was attended by 9 councillors, a police officer and 10 members of the public.
During the Public Open Forum the planning application for a dwelling on the plot of land at the head of Alley Road was discussed, the owners of the plot being present. There was much discussion on the siting of the proposed fence adjacent to the Alley Footpath and it was agreed that a site meeting should be arranged between SCC and other interested parties to resolve the matter. The planning committee was considering this application, another in Oakdene, and responses would be made shortly.
The Council had received numerous communications from local authorities in response to requests about road gritting during the recent bad weather. The Clerk would enquire of the status of gritting of the local bus route should further bad weather ensue, and ask for Church Lane bin to be replenished. Councillors would carry out a survey of roads to identify pot holes which could then be passed on to SCC. The state of a verge in Church Lane following recent building works will be reported to SCC.
Pc Smith reported on arrests in connection with hare coursing in the village, and of a break in during the previous week. The problem of cold callers was discussed.
Mrs P O’Brien (CC) had sent a written report, which covered the problems arising from the recent bad weather, budgetary concerns, the Public Protection Scrutiny Committee, LDF meetings of SCDC, and the Boundary Review.
The Clerk gave a report on the recent SALC Clerks meeting, highlighting concerns discussed over the future withdrawal of cheques, the new Planning Framework, and planning enforcement.
A new Model Standing Orders document had been launched in January and the Council agreed to consider adopting it as its annual review. A template is being setup through OneSuffolk to enable local business details to be mounted on parish web sites.
The placing of a plaque recording the presentation of the Christmas Tree on the Village Green by Councillor Metcalfe was approved and final wording would be agreed at the next meeting. The quotation from SCDC Services for cutting the Village Green during 2010 was accepted, together with their account for last year’s work.
A letter from Trimley St Martin School recorded their success in the Lego championships, and a grant of £100 was agreed to support their trip to USA.
A recycling credit of £5.87 had been received.
Repairs to Play Area equipment are in hand. Stone chippings had been deposited at the entrance to the Recreation Ground to combat puddling. Dog fouling is becoming an increasing problem and dog walkers are entreated to clear up after their animals; it is most unpleasant for football players. It was asked if SCDC dog warden could be approached for a patrol on occasions as it is an offence. The cull of rabbits should take place later in February.
A meeting has finally been arranged, for 1st March, with AW, residents and the Consumer Council for Water to discuss the sewage problems. After disruption through bad weather and un-gritted roads, buses had finally got back to normal in recent days. The post of Voluntary Tree Warden is being advertised.
