PARISH COUNCIL 17 Sept 2005
The September 2005 meeting was attended by 12 Parish Councillors, 2 District Councillors, Community Police Officer and 4 parishioners.
A number of ongoing matters of drainage were discussed and liaison with SCC highways continues. Verge damage to the corner of Bucklesham/Falkenham Roads is to be investigated. The Council has received from the Highway Agency the latest report on the effectiveness of the 20 mph signs at the Dock Spur Roundabout approaches. The Council has been advised that queries regarding Public Rights of Way will in future be dealt with initially by SCC Customer Services Direct 01473 715231, Email customerservices@csduk.com) Concerns about hedging overhanging a footway in Oakdene is being dealt with. The Council agreed to consider whether they could pursue the construction of the footway from Village Green to Post Office themselves, and initially an estimate and sources of finance will have to be investigated.
A complaint about youngsters using the sand heap at the top of Church Lane as a "sand jump" was raised by a parishioner, which, besides being a nuisance, was deemed dangerous. Pc Hawkins agreed to monitor the situation. Another parishioner brought forward a request that a facility for this be provided and sites on the Recreation Ground and in Weir place were suggested as possibilities to be looked at. The Council agreed to consider replacing the sand heap with a bin, subject to resources being available.
It was agreed to provided a timed light on the pavilion which could partly be funded from the Locality Budget. £8.02 has been received for recycled glass in the last quarter and Parish Council insurance has been renewed with S Acre. It was confirmed by SCC that recent verge cutting had been unsatisfactory and the contract had been re-let.
Quotes have been obtained for tarmacing the car parks but will depend on receiving substantial grants. The Play Area has had its annual inspection and is in good order, though a lot of expensive work is needed on the Log World. Signs erected on the Recreation Ground urging people to clear up after their dogs does not appear to be having much effect, although those put on the Village Green to deter parking, seem to be working.
Mrs Metcalfe reported on the SALC AGM. The resolution put forward by the Parish Council on second homes was not supported, but hopefully it will go forward next year. Other matters discussed included encouraging young people to be active in local affairs.
Mrs Wardner (PTLO) reported on the confusions resulting from the new Country Travel timetables, she had endeavoured to resolve these and new tables had be placed in the notice boards and relevant parts published in the news letter. While the tables indicated that the early and late service by M & R cars stopped at the Green she was sure every one understood this should be the White Horse.
Pc Peter Hawkins reported that in the last quarter there had been no crime in Falkenham, though 19 recorded in Kirton, mostly burglaries and thefts from cars. They now have laser speed guns, which will be used in rural areas and he warned that they have a very long range and could detect speeding vehicles at some distance! He would investigate parking on visibility splays and U-turns at Innocence Lane.
Mrs S Green (DC) gave a report on the proposals for refurbishment and the future of Public Conveniences in the district; Councillors expressed concern about any intentions to close toilets. She announced that she was now chair of the Crime and Disorder Committee.
Mrs M Dixon (DC) made reference to the recent Waste Collection report and decisions on wind farms at Parham and off-shore.
Mrs P O’Brien (CC) sent a report recording a meeting with the Highway Agency on the problems of traffic management following any incident on the Orwell Bridge. She had recently opened a new care home in Ipswich.
The next meeting is on Monday 31st October in the Recreation Ground Pavilion at 7.30 pm to include Finance and General Purposes agenda, the November meeting is on Monday 21st.
