PARISH COUNCIL:
The October meeting was attended by 10 Parish Councillors, a County and a District Councillor, a police officer and 1 parishioner. The deaths of 2 former Parish Councillors, Michael Poole and George Haines were reported and noted with regret. The latter had served in recent memory and condolences were sent to Mrs Haines.
A lengthy discussion took place on the reported proposal for a business park off Innocence Lane, and the impact such development would have on Kirton in particular. As all the information had been gleaned from the press and second hand knowledge, a request would be sent to Bidwells seeking more details.
Pc Crisp reported on 5 burglaries/thefts or attempts in the parish. He was retiring early in November and Pc Paul Smith would be replacing him. He was wished a successful retirement and thanked for his support, not least to the KAFY club.
A response had been sent to the Coastal Management committee and Councillor Jacobs reported on his attendance at the EoE Development Auth. conference.
The Parish Insurance was finalised and agreed to take a 3 year fixed option.
The Finance and General Purposes Committee held its annual meeting and grants of £100 were agreed to each of 10 charities. A budget of £13,820 for the year 2010/11 was proposed; a reduction of nearly £4000 on the current year. The audit report for the year 2008/9 had been received from BDO, had proved satisfactory and was accepted; their fee of £155.25 was agreed.
Poppy wreaths had been ordered for presentation at Kirton and Falkenham churches on Remembrance Sunday.
Subject to the power supply having been restored, after its removal during recent overhead cable renovation, the Christmas Tree lighting ceremony with carols accompanied by the Salvation Army will take place on Friday 4th December at 6.30 pm.
The Environment committee reported on completion of painting work on bus shelter and village green seats, as had refurbishment of the village sign. A spell of sewage smells had proved to be the result of chemicals running out at the treatment works.
It had been confirmed by SCC that the footpath from the Alley to Guston Gardens was a public footpath.
The Recreation Ground committee reported that the new safety surfacing to the play area had been completed, as had the ditch filling and new fencing. The plastic spikes fixed to the swings to deter pigeons had been totally broken off by vandals; the suggestion these be replaced with metal spikes had been rejected by the insurers, and, with regret, it seems pigeon fouling will have to be accepted. Proposals to cull rabbits , and concrete turfing for the car park is advancing.
The planning committee had considered 2 applications during the month. The Tree Warden, Charles Posford, indicated in a letter his intension to resign, setting out jobs that need to be attended to. The Council will be seeking a replacement.
Mrs O’Brien (CC) referred to the economies local authorities will have to make to meet the recession, and her concerns over the LDF, in particular the BT Martlesham developments. She confirmed that the Locality Budget had been allocated to the village hall for refurbishment needs.
Mrs Green (DC) sent a written report on policing changes and the heart transfer scheme which had been extended by 9 months.
Mr Kerry (DC) gave an update on SCDC appraisal of the LDF.
Following the November meeting the Council will meet again on 4th January 2010.

TREE WARDEN: As reported at the Parish Council, Charles Posford has resigned as Tree Warden. This is an extremely valuable job in monitoring and considering the maintenance of the trees and hedges throughout the Parish. A replacement is urgently needed and anyone who feels they would like to take this on, or find out more, should approach the Clerk. Training would be available through SCDC.
