PARISH COUNCIL: The August meeting was attended by 9 Parish Councillors, a District Councillor and a parishioner.
Arising from the August and September meetings, a letter was agreed, to be sent to SCC setting out the Council’s disquiet over the methodology of assessing footway priorities, particularly regarding that for Falkenham Road, which had now been put back by 20years. A letter from Trimley School had supported the need, as well as one for Back Road. Councillors were pleased to note from their letter that the School had attained National Healthy Schools Accreditation.
Repairs to the bus shelter were approved, as was a quotation for renovating the Kirton Village sign and these were in hand.
The Council has agreed that the suggested name for the new development on Trimley Road should be “The Maltings”.
Councillors agreed to amendments required to the Annual Return by the external auditor.
It was agreed that the proposed felling of conifers, and ditch and fence works proposed for the Recreation Ground were acceptable to the Parish Council and supported a suggestion that the original boundary line should be marked. The plastic spikes added to the children’s swings against pigeon fouling, had again fallen prey to vandals; the Clerk had asked SALC whether replacing them with metal spikes would have any safety implications. Radical pruning of the Village Green hedge was undertaken during August and the Clerk had enquired of land owners about the state of the hedgerows along Trimley Road; these were expected to be cut in the Autumn.
The planning committee considered two new and one revised application during the period.
Planning for the cycle jumps on the Recreation Ground continues and funding looks secure. Ways of culling rabbits are still being investigated, as is concrete turf to improve access to the overspill car park. Vandals and riotous drinking on the Ground have been a source of concern and had received the attention of the police.
It was noted that during the recent overhead cable works, the supply used to light the Christmas tree on the village green had been removed; the Clerk would contact EDF for an explanation, and request it be restored.
Mrs Warner (PTLO) reported on concerns about where buses should pickup passengers by Kirton Green when diverting along Falkenham Road.
Mrs O’Brien (CC) had sent written reports, referring to the consultation on the Final Version of its Waste Core Strategy and her continued concern over the Martlesham BT development.
Mr G Harding (DC) reported on discussions with SCC on the implications for the footpath from developments at 15 Guston Gardens.
Mrs Green (DC) noted that Port Health monitoring was the best ever, and funding from PNAO would be a relief to taxpayers.
Mr Kerry (DC) spoke on the review taking place of all services looking for cost savings.
Pc Crisp also sent a written report, noting a case of common assault, 3 criminal damage incidents, and his concerns about disorderly conduct on the RG, but emphasised the need to report these at the time and not the following day. He had identified the owner of the tracked vehicle seen on the Village Green and given him appropriate advice. In September he had to report a theft of diesel during the month and regretted that an application for funds on behalf of KAFYC had been unsuccessful.
The next meeting is on 19th October.
