PARISH COUNCIL
The June meeting was attended by 9 Parish and 2 District Councillors, the County Councillor and 4 parishioners. The meeting, opened with Public Open Forum, brought 2 questions, one about the work at the Maltings and the other the Weir Place to Burnt House Lane footpath. Mr G Harding (DC) undertook to make enquiries of SCDC planners on the Council’s behalf about the former, and the Clerk would seek an update from Flagship regarding the latter.
Mrs O’Brien (CC) having been congratulated by the Chairman on her re-election, responded with thanks for the support she had received, gave a report on the site visit she had made to the proposed BT development at Martlesham, expressing concern about many of its implications, and the coming LDF meeting. In response to questions, she agreed to look into the recent poor standard of verge cutting, the delay to the Village Green to shop footway and the recent closure of Chapel Road.
Mr R Kerry (DC) confirmed that Kirton had been moved down in the village hierarchy, and that SCDC were seeking a judicial review of the LGR.
Mrs S Green (PC/DC) spoke on the reduction of Police Tasking Meeting budget and the protests over the relocation of Heart Attack services.
Pc Crisp, who could not attend on this occasion, sent a report recording incidents of a theft, 2 of criminal damage, and hare coursing near Kirton Hall; detection rate stood at 33%.
In the following Parish Council meeting the committee arrangements were agreed, the Clerk confirmed that a response to the LGR had been submitted, and that the profit from the Eastern Angles production should go to the KAFYC.
Councillor Last confirmed that repairs to the bus shelter windows had been completed, and his suggestion that it received a coat of varnish was approved.
BT has confirmed that the phone box on the Green would be retained.
A recycling credit of £8.55 has been received, and an invoice for councillor training was approved.
A satisfactory report from the Internal Auditor, Heelis and Lodge, was accepted, and the Clerk would discuss with them certain observations that were made.
A letter from year 4/5 of Trimley St Martin School was welcomed, outlining their concerns about the problems of pigeon dropping on the swings. The RG committee took up their suggestion about plastic spikes, and would try again to fix these permanently against vandals. Investigations continue into “wetpour” safety surfacing of the play area, cameras around the pavilion will be upgraded, agreement with B & M Concrete has been reached on the ditch project, and a cull of rabbits is becoming urgent due to safety concerns. There is currently no progress on the cycle jumps.
The Environment Committee had looked at the problem of verges being blocked by shrubbery, also commented on the Village Green/shop footway, and the current work on overhead electrical supply, noting that  responses in the Parish Plan showed the majority would prefer supplies to be underground.
The Planning Committee met following the PC meeting and considered an application in Falkenham.
